Rules Around Holidays   It's important to have clear rules around holidays to ensure that they are managed effectively and that time off is scheduled to ensure you have adequate cover.  The best way to do this is to have clear documentation, a policy and procedures around holidays.   There are templates of all of these documents available.  Employee Handbook - Holiday Policy Document  This document would give a clear outline of holiday entitlement and all the rules around holiday.
